I wonder if you have a group policy setting, a security application or a file permissions setting that is interfering with the persistency of the settings.

You might try contacting Microsoft about this or doing a Google search to see if others suffer with the same issue. Have you tried rerunning the Microsoft hotfix you noted in your comment?</description>
